In the spirit of serbisyong may pagkakaisa, sa TESDA, basta sama-sama, kayang-kaya, the Technical Education and Skills Development Authority (TESDA) Region II, through the initiative of Aparri Polytechnic Institute (API), extended help to the victims of Super Typhoon Nando dubbed as “TESDA SARANAY” on October 2–13, 2025 at Camiguin Island, Cagayan. The activity was conducted in collaboration with the Institute of Integrated Electrical Engineers of the Philippines, Inc. (IIEE) – Cagayan-Kalinga-Apayao Chapter coordinated by Engr Nixon Lorenzo

Spearheaded by Vocational School Administrator III, Fr. Francisco Gringo C. Tagabi, the TESDA Saranay mission aimed to provide immediate assistance and technical support to the affected residents of Barangays Naguilian, Balatubat, and Minabel (Sitio Morol), which were among the hardest hit areas in the island.

Through the combined efforts of TESDA trainers and volunteers, the team accomplished the following:

Repaired nine (9) houses, the Day Care Center, and the Evacuation Center of Barangay Naguilian;

Installed and provided free solar charging stations that benefitted three (3) barangays;

Repaired eight (8) motorcycle engines, three (3) small engines, and two (2) sound systems;

Conducted a Social Marketing Advocacy Campaign (SMAC) at Calayan High School – Camiguin Annex;

Facilitated a competency-based training on PhotoVoltaic (PV) Installation and Basic House Wiring for 36 participants from the same school; and

Distributed and installed construction materials, including galvanized iron sheets, umbrella nails, and sealing compounds, for the restoration of damaged homes and facilities.

The TESDA Saranay mission was made possible through the support of the IIEE–Cagayan-Kalinga-Apayao Chapter, which donated materials such as G.I. sheets, nails, and sealants to aid in house repairs.

TESDA Aparri Polytechnic Institute trainers who served in Camiguin Island were Rommel G. Baloloy, Pedro R. Patrono, Jaylord V. Unista, Jordan L. Reyes, Reynaldo T. Dizon, and Mark Anthony Romina, whose commitment and selfless service embodied TESDA’s advocacy for community development and empowerment.

The success of the TESDA Saranay in Camiguin Island stands as a testament to TESDA’s mission of delivering skills with compassion—proving once again that TESDA is not only about training people for jobs, but also about building hope and resilience in communities.

TESDA–Aparri Polytechnic Institute (API) successfully conducted the distribution of the First 30% Living Allowance and Uniform Allowance to diploma students on October 8, 2025, at the API Campus.

The beneficiaries of the said distribution were the students from Diploma in Electrical Engineering Technology Batch 1, Diploma in Civil Engineering Technology Batch 4, and Diploma in Hospitality Services Batch 3. The assistance aims to provide financial support to the trainees to sustain their daily needs and comply with uniform requirements during their training.

The event underscores TESDA-API’s continuing commitment to ensuring the welfare and support of its scholars under the Diploma programs, enabling them to focus more on their academic and technical training.

This initiative was made possible through the coordination of the Scholarship Focal Person, Program Heads, and Finance Unit of TESDA-Aparri Polytechnic Institute, under the leadership of Vocational School Administrator Francisco Gringo C. Tagabi.

The allowance distribution reflects TESDA’s thrust to empower Filipino youth through quality technical education and holistic support for a skilled and productive workforce.

On the occasion of its 34th Anniversary, the Regional Bureau of Jail Management and Penology (BJMP) Region 02 conferred a Special Award to TESDA–Aparri Polytechnic Institute (API) for its efficient, consistent, and extensive delivery of skills training programs across the different district jails in Cagayan.

The recognition affirms TESDA-API’s strong support for BJMP’s technical and skills training initiatives, anchored on the belief that human development is freedom. Through this partnership, Persons Deprived of Liberty (PDL) are empowered to expand their capabilities—allowing them to pursue what they value most as individuals, despite their present circumstances.

TESDA-API underscores that true freedom for PDLs is not confined by walls, grills, or locked doors, but is found in their ability to learn, grow, and transform through skills development. By acquiring and enhancing competencies, PDLs are given the opportunity to achieve personal growth, reintegrate meaningfully into society, and contribute to the nation’s economic, social, cultural, and political well-being.

The award highlights the continuing partnership between BJMP and TESDA-API in advancing rehabilitation through education and technical training—proving that skills indeed open doors to freedom and a better future.

Aparri, Cagayan – On September 17, 2025, the Aparri Polytechnic Institute (API), in collaboration with the Department of the Interior and Local Government (DILG) Regional Office II, conducted a community-based training on Puto Flan Making.

This initiative was in line with the request of the DILG Region II, Regional Government Center, Carig Sur, Tuguegarao City, as part of the 125th Philippine Civil Service Anniversary celebration. The DILG organized the Practical Skills Development activity to empower its men and women by providing opportunities for livelihood training programs, where practical skills acquired may be practiced during their free time as a supplemental source of income and recreation.

Far from the usual office routine, the activity offered a refreshing blend of learning, creativity, and collaboration, highlighting API’s unwavering commitment to community service and capacity-building initiatives beyond the TESDA workshops.

Expert instructors from API, Ms. Rodelyn C. Abegonia and Ms. Elaine Joy A. Bautista guided participants through the process of preparing silky leche flan and soft, airy puto batter. With sleeves rolled up, participants eagerly mixed ingredients, poured molds, and watched their creations take shape. The atmosphere was filled with enthusiasm and cooperation as everyone actively engaged in the hands-on training.

The success of the activity underscored the importance of continuous learning, skill development, and community engagement. Participants expressed their appreciation for the training, noting how it enhanced both their professional capabilities and personal growth.

Aparri, Cagayan — Twenty-six (26) female Persons Deprived of Liberty (PDLs) from the Bureau of Jail Management and Penology (BJMP) Female Dormitory in Tuguegarao City have successfully completed the Hilot (Wellness Massage) NC II Training and Competency Assessment, achieving a 100% passing rate—a testament to their dedication, resilience, and desire for positive change.

Held from April 28 to May 23, 2024, the training was part of the Regular Program of TESDA-Aparri Polytechnic Institute, in collaboration with BJMP Tuguegarao, and facilitated by esteemed trainer Apolonia U. Lubbui, Ph.D. The program aimed to provide livelihood opportunities and skills development to special clients, particularly solo parents and individuals with drug-related concerns.

The Competency Assessment was conducted on May 26 and 27, 2024, where all 26 participants were found competent in their acquired skills. The culmination of their hard work and transformation was joyfully celebrated during their Graduation Ceremony held on May 30, 2024.

This initiative highlights the shared commitment of TESDA and BJMP to restorative justice and inclusive development, giving PDLs not just skills, but renewed hope and a meaningful path forward.

As these women move toward reintegration, their “healing hands” now symbolize strength, opportunity, and the power of second chances.

Aparri, Cagayan — On May 8, 2025 the Technical Education and Skills Development Authority – Aparri Polytechnic Institute (TESDA-API) proudly conducted its 3rd Commencement Exercises, a significant occasion that celebrated the academic and technical achievements of its graduating students.

This year’s ceremony honored the graduates from the following programs:

Anchored on the theme “Kasanayan mula sa TESDA, Tagumpay ay Kayang-Kaya”, the event underscored the transformative power of technical education in equipping individuals with the skills necessary for gainful employment and nation-building.

The institution was honored by the presence of esteemed guest speakers who shared valuable insights and words of encouragement. Mr. Ralph Renzol Ramos, a proud alumnus of TESDA-API and currently serving as Administrative Aide III at the Aparri District Hospital, delivered an inspiring message reflecting his personal journey and professional growth. Representing the Local Government Unit of Aparri, Dr. Maximo Capia also addressed the graduates, emphasizing the critical role of technical-vocational education in addressing local workforce needs and enhancing community development.

The graduation ceremony was a fitting tribute to the hard work, perseverance, and dedication exhibited by the graduates throughout their training. It also symbolized a new beginning as they embark on their respective professional paths, ready to apply their competencies in real-world settings.

Aparri, Cagayan (03.28.2025) – The Aparri Polytechnic Institute (API) successfully concluded its Women’s Month Celebration with a series of impactful activities, including an Off-Campus Community Extension Program in Barangay Patunungan, Sta. Ana, Cagayan, and an In-Campus Forum that tackled various women’s concerns and other activities on March 28, 2025.

The off-campus extension program, conducted in collaboration with the Local Government Unit (LGU) of Sta. Ana and the Cagayan Economic Zone Authority (CEZA), offered free skills training on Haircutting, Manicure and Pedicure, Small Engine Repair, and Photovoltaic (PV) Installation to local residents. In addition, API provided free haircut services for women and children in the community, ensuring that families in Barangay Patunungan benefited from the program beyond skill acquisition. The LGU of Sta. Ana played a vital role by granting API permission to conduct the activity and generously providing snacks for all participants, while CEZA supported the initiative by accompanying API officials and staff throughout the event.

The In-Campus Culmination Activity was a vibrant and engaging event that celebrated women’s empowerment through health awareness, success stories, and creative expression. The program featured Dr. Maria Rowena G. Marantan, Municipal Health Officer – Aparri East, as the Guest Speaker, who delivered an insightful talk on Cervical Cancer Prevention. Additionally, Joy Allistair A. Sambrano, RN, USRN, conducted a lecture on Self-Breast Examination, providing valuable knowledge on early detection and women’s health awareness.

Another highlight of the program was the testimonials of successful API graduates, featuring Ms. Joan U. Malenab and Ms. Aprille Tugari, who shared their inspiring journeys, demonstrating the impact of API’s education and training on their careers and personal growth.

Adding to the celebration, API set up a Pop-Up Gallery displaying various art entries, showcasing creative expressions that reflected themes of women’s empowerment, equality, and social change. The event also featured promotional and participatory games, fostering camaraderie and engagement among attendees. To promote health and wellness, an energetic Zumba session was conducted, encouraging physical activity and a fun-filled experience for participants.
