Mr. Ubiña has rendered 41 years and 6 months in the government service. He has introduced various reforms and development in API such as improvement of its building and facilities and engagement with partners for the provision of skills training and other services for the basic sectors.
Mr. Eduardo Escobar shall serve as the institution’s Officer-in-Charge (OIC) Administrator.

𝐈𝐂𝐘𝐌𝐈 I The MOU was signed by Secretary Jaime R. Escaño, Administrator and CEO of CEZA and TESDA Regional Director Archie A. Grande, CESO III.
Cagayan -The Technical Education and Skills Development Authority (TESDA) Region II on Wednesday signed a memorandum of understanding (MOU) with the Cagayan Economic Zone Authority (CEZA) to boost Technical Vocational Education and Training in the province.
The MOU was signed by Secretary Jaime R. Escaño, Administrator and CEO of CEZA and TESDA Regional Director Archie A. Grande, CESO III.
For a start, RD Grande said the collaboration will involve the donation of vehicles to TESDA as governed by Section 1148 of the Customs Modernization Tariff Act (CMTA) which will be used for training purposes.
“TESDA shall determine which motor vehicles are suited for the implementation of our different training programs such as Automotive Servicing, Driving and others,” said Grande, noting that the donated vehicles will remain and be kept inside the Cagayan Special Economic Zone and Free Port (CSEZFP).
Under the said agreement, CEZA shall also provide a space within the zone that will serve as the training site to be conducted by the agency through one of its TESDA Technology Institutions (TTIs), the Aparri Polytechnic Institute (API).
“What we’re about to undertake aims to expand the reach of TVET particularly in the province of Cagayan through the skilling, upskilling and reskilling of the Filipino workforce,” Grande ended.
TESDA officials who witnessed the MOU signing were TESDA Cagayan Provincial Director Romeo O. Talosig and API Administrator Renato D. Ubiña.

𝐈𝐂𝐘𝐌𝐈 I TESDA Region II’s very own Carlo Lugsanay and Noriko Adriano were crowned as Mr. and Mrs. DOLE-RCC 2022 during the Department of Labor and Employment’s 89th Founding Anniversary Celebration held on December 8, 2022 at the Cagayan State University -Carig Campus in Tuguegarao City, Cagayan.
Adriano who is a trainer of the Provincial Training Center-Nueva Vizcaya also clinched the Best in Talent award while Lugsanay, also a trainer of the Aparri Polytechnic Institute (API), garnered the Best in Cocktail Attire.

Congratulations TESDA Graduates
A total of 145 Claveriano graduated from their trainings conducted by the Lasam Institute of Technology (LIT), Aparri Polytechnic Institute (API), Provincial Training Center-Cagayan and Ease Integrated Farm School.
A total of 145 Claveriano graduated from their trainings conducted by the Lasam Institute of Technology (LIT), Aparri Polytechnic Institute (API), Provincial Training Center-Cagayan and Ease Integrated Farm School. A Mass Graduation Ceremony for the graduates was held last December 2, 2022 at the Claveria Municipal Gymnasium, Claveria, Cagayan.
The aforementioned individuals have undergone training in Electrical Installation and Maintenance, Front Desk Operation and Housekeeping, Cookery, Bread and Pastry Production and Production of Organic Concoctions and Extracts.
TESDA Provincial Director Romeo Talosig represented by Ms. Josephine N. Cabrera, Supervising TESD Specialist together with Engr. Dominador D. Dizon, Ph.D., LIT Vocational School Administrator and PTC Administrator Felicidad A. Badajos and other personnel/staff from TESDA graced the event.
In her message, Mayor Lucille Angelus Guillen Yapo stressed the importance of skills training and utilizing them to improve their present economic condition. She also encouraged them to continue with the pursuit of their passion/chosen vocation.
The free trainings conducted were the result of the coordination and collaboration between LGU Claveria Community Training and Employment Coordinator (CTEC) Mr. Randolph Elizer Simon and the TESDA Cagayan Provincial Office.

The said training program is cognizant to the agreement made between TESDA and MBLT10 for the skilling, upskilling and reskilling of its personnel.

LOOK I Ongoing training in Shielded Metal Arc Welding (SMAW) NC II being held at the Local Government Unit of Sta. Praxedes, Cagayan.
Twenty-Five (25) residents of the said locality are recipients of the Training for Work Scholarship Program (TWSP). The training is conducted by the Aparri Polytechnic Institute (API).
