On the occasion of its 34th Anniversary, the Regional Bureau of Jail Management and Penology (BJMP) Region 02 conferred a Special Award to TESDA–Aparri Polytechnic Institute (API) for its efficient, consistent, and extensive delivery of skills training programs across the different district jails in Cagayan.
The recognition affirms TESDA-API’s strong support for BJMP’s technical and skills training initiatives, anchored on the belief that human development is freedom. Through this partnership, Persons Deprived of Liberty (PDL) are empowered to expand their capabilities—allowing them to pursue what they value most as individuals, despite their present circumstances.
TESDA-API underscores that true freedom for PDLs is not confined by walls, grills, or locked doors, but is found in their ability to learn, grow, and transform through skills development. By acquiring and enhancing competencies, PDLs are given the opportunity to achieve personal growth, reintegrate meaningfully into society, and contribute to the nation’s economic, social, cultural, and political well-being.
The award highlights the continuing partnership between BJMP and TESDA-API in advancing rehabilitation through education and technical training—proving that skills indeed open doors to freedom and a better future.
