Aparri, Cagayan – On September 17, 2025, the Aparri Polytechnic Institute (API), in collaboration with the Department of the Interior and Local Government (DILG) Regional Office II, conducted a community-based training on Puto Flan Making.
This initiative was in line with the request of the DILG Region II, Regional Government Center, Carig Sur, Tuguegarao City, as part of the 125th Philippine Civil Service Anniversary celebration. The DILG organized the Practical Skills Development activity to empower its men and women by providing opportunities for livelihood training programs, where practical skills acquired may be practiced during their free time as a supplemental source of income and recreation.
Far from the usual office routine, the activity offered a refreshing blend of learning, creativity, and collaboration, highlighting API’s unwavering commitment to community service and capacity-building initiatives beyond the TESDA workshops.
Expert instructors from API, Ms. Rodelyn C. Abegonia and Ms. Elaine Joy A. Bautista guided participants through the process of preparing silky leche flan and soft, airy puto batter. With sleeves rolled up, participants eagerly mixed ingredients, poured molds, and watched their creations take shape. The atmosphere was filled with enthusiasm and cooperation as everyone actively engaged in the hands-on training.
The success of the activity underscored the importance of continuous learning, skill development, and community engagement. Participants expressed their appreciation for the training, noting how it enhanced both their professional capabilities and personal growth.
By extending its expertise and services, API once again demonstrated its dedication to fostering community empowerment and service excellence—living proof of how collaboration can create meaningful opportunities for development and livelihood.
